Main Tasks of Anti-Drug Committee

Anti-Drug Committee of the constituent territory of the Russian Federation (hereinafter Committee) is the authority that coordinates the activities of the regional agencies of the federal government, governments of the constituent territory of the Russian Federation and local governments aimed at the counteraction of illicit drug, psychoactive substances and their precursors trafficking.

Main Tasks of the Committee:

  1. Participation in establishment and implementation of the national anti-drug, anti-psychotropic and anti-precursor policy in the constituent territories of the Russian Federation, formulation of anti-drug legislative development proposals to the State Anti-Drug Committee Chairman, annual reports about activity of the Committee.
  2. Coordination of the anti-drug, anti-psychotropic and anti-precursor activities of the regional agencies of the federal government, governments of the constituent territory of the Russian Federation, as well as arrangement of their cooperation with local governments, public associations and organizations.
  3. Elaboration of measures aimed at the disruption of illicit trade in drugs, psychoactive substances and their precursors, as well as at the improvement of the regional special-purpose program efficiency in this sphere.
  4. Performance analysis of the anti-drug, anti-psychotropic and anti-precursor activity of governments of the constituent territory of the Russian Federation and local governments.
  5. Cooperation with governments of other constituent territories of the Russian Federation targeted at the countering of illicit drug, psychotropic and their precursor trafficking, including preparations of corresponding draft co-decisions.  
  6. Consideration under the statutory procedure of the Russian Federation of proposals concerning additional measures that provide social safety to people struggling against illicit drug, psychotropic and precursor trafficking and (or) involved in this activity, as well as measures that provide social reintegration of drug abusers.
  7. Completing other tasks set forth by legislation of the Russian Federation concerning drugs, psychoactive substances and their precursors
